Terms of formation and office

The Belarusian People's Congress is composed of delegates representing various social strata and groups of society.
Delegates to the Belarusian People’s Congress are:
- The president of the Republic of Belarus;
- The former president of Belarus who ceased to fulfill their duties due to the end of their term or an early resignation;
- Representatives of the legislative, executive and judicial branches;
- Representatives of local councils of deputies;
- Representatives of civil society.

Maximum number of delegates to the Belarusian People’s Congress is 1,200 people.

Delegates representing the legislative, executive, and judicial branches and members of the Minsk City Council of Deputies are delegates to the Belarusian People’s Congress ex officio. Delegates from other local councils of deputies and civil society are elected in accordance with the law.

Delegates from the legislative branch are members of the House of Representatives and the Council of the Republic of the National Assembly of Belarus.

Executive branch delegates include:
- The prime minister of Belarus, deputy prime ministers and other members of the Council of Ministers;
- Chairpersons of regional and Minsk city executive committees;
- Chairpersons of district and city (cities of regional subordination) executive committees.

Judicial branch delegates include:
- The chairperson, deputy chairpersons and judges of the Constitutional Court of Belarus;
- The chairperson, deputy chairpersons and judges of the Supreme Court of Belarus.

Delegates from local councils of deputies are:
- Representatives of local councils of deputies from each region. They are elected by regional councils of deputies from among the deputies of regional and lower-level councils in line with the regulations of the local councils and taking into account Law No. 248-З“On the Belarusian People’s Congress” dated 7 February 2023, the Electoral Code and other laws. The representation quotas for each region are determined by the Central Election Commission in proportion to voter numbers in that region;
- Members of the Minsk City Council of Deputies.

The total number of delegates from local councils of deputies is 350 people.

Representation quotas for local council delegates (excluding the Minsk City Council, where all members are delegates) were established by Resolution No. 19 of the Central Election Commission on 1 March 2024:
Brest Oblast: 52 delegates
Vitebsk Oblast: 44 delegates
Gomel Oblast: 55 delegates
Grodno Oblast: 38 delegates
Minsk Oblast: 60 delegates
Mogilev Oblast: 41 delegates  

Delegates from civil society are representatives of civil society entities participating in the elections of delegates to the Belarusian People’s Congress.

The conditions and procedures for the participation of civil society entities in the elections of delegates to the Belarusian People’s Congress are determined by the Law "On the Belarusian People’s Congress", the Electoral Code, Law No. 250-З"On the Foundations of civil society" dated 14 February 2023 and other laws.

The maximum number of delegates from civil society is 400 people.

An equal number of delegates are elected from each civil society entity participating in the elections. This number is determined by the Central Election Commission based on the number of entities participating and the established maximum number of civil society delegates. Representation of each region and the city of Minsk is ensured.

The Justice Ministry recognizes the following civil society entities as eligible to elect delegates:
- public association Belaya Rus;
- Belarusian Public Association of Veterans;
- Belarusian Women’s Union;
- BRSM Youth Union;
- Federation of Trade Unions of Belarus.
On 1 March 2024, the Central Election Commission of Belarus adopted Resolution No. 20 "On the representation quotas of delegates to the Belarusian People’s Congress from civil society" that established, in accordance with the Electoral Code, that each civil society entity shall be represented by 80 delegates based on the limit of 400 delegates.

Delegates from civil society are elected by the highest governing bodies of these entities from among their members (including members of organizations that are part of the civil society entities). The process of nominating and electing delegates from civil society is defined by the charters of these entities, in compliance with the Law "On the Belarusian People’s Congress", the Electoral Code and other laws.

Civil society entities nominated candidates for delegates tothe Belarusian People’s Congress during meetings of their regional and Minsk city organizational structures on 12-31 March 2024. The delegates were elected during the meetings of the highest governing bodies of civil society entities on 1-10 April 2024.

The mandate of the Belarusian People's Congress is five years. The mandate of the next Belarusian People's Congress shall begin on the day of its first meeting and end on the day of the first meeting of the new Congress.
