Legal status of a delegate to Belarusian People's Congress
The legal status of a delegate to the Belarusian People's Congress (BPC, Congress) is determined by the Constitution of the Republic of Belarus, Law of the Republic of Belarus No. 48-З of 7 February 2023 “On the Belarusian People's Congress” and other legislative acts.
Citizens of the Republic of Belarus who are entitled to vote may become delegates to the Belarusian People's Congress.
Delegates shall not have citizenship (nationality) of another state and (or) documents of foreign states granting rights to privileges and preferences due to political, religious views or ethnic affiliation.
A delegate to the Belarusian People's Congress shall take part in the work of the Congress without discontinuing their work (official) duties, unless otherwise provided for by the Constitution of the Republic of Belarus and the Law of the Republic of Belarus “On the Belarusian People's Congress”. Delegates are exempted from performing work (official) duties at the place of work (service) for the period of exercising their powers.
At the meetings of the Belarusian People's Congress, delegates discuss and take decisions on issues within their purview and mandate that are specified by the Constitution of the Republic of Belarus, the Law “On the Belarusian People's Congress” and other laws. Decisions are made based on collective, equal and free discussion.
Delegates of the Belarusian People's Congress have the right to:
receive information and (or) explanations from government agencies, other organizations and officials on issues within their purview and on issues related to their activities;
do public outreach by holding meetings with the general public and labor collectives and conducting other activities to communicate information about the work of the Belarusian People's Congress and its bodies, and the decisions of the Congress;
submit proposals to be discussed by the Congress and its bodies in the manner established by the Rules of Conduct of the Belarusian People's Congress.
Government bodies, other organizations and officials shall assist the delegate to the Belarusian National Congress in the exercise of his/her powers.
A delegate to the Belarusian National Congress shall participate in the sessions of the Congress and the work of its bodies, of which he/she is a member. Failure of a delegate to fulfill this obligation without valid reasons shall be grounds for stripping him/her of the guarantees established by law.
A delegate to the Belarusian National Congress shall be issued a certificate, which is a document confirming his/her legal status, and a badge for the period of his/her term of office.
The delegate's certificate, the regulations on the delegate's badge, its description and image have been approved by Decree No.153 “On the Establishment of the Badge” of the President of the Republic of Belarus of 15 April 2024.
