Legal environment
The Belarusian People's Congress is formed and acts in accordance with the Constitution, Law No.248-Z “On the Belarusian People's Congress” of 7 February 2023, and other legislative acts.
The procedure for the formation of the Belarusian People's Congress is determined by the Constitution, the Law “On the Belarusian People's Congress”, the Electoral Code of the Republic of Belarus and other laws.
The Constitution, the Law “On the Belarusian People's Congress” and other laws determine the competences and procedure of activities of the Belarusian People's Congress.
In exercising its powers the Belarusian People's Congress is guided by the Constitution, the Law “On the Belarusian People's Congress,” other legislative acts, and the Regulations of the Belarusian People's Congress approved by the Belarusian People's Congress.
The Provisional Regulations of the Belarusian People's Congress were approved by Decision No.1 of the Belarusian People's Congress of 24 April 2024.
The Belarusian People's Congress is based on the principles of:
people's power;
the rule of law and legality
democracy;
continuity of the state policy
social justice;
publicity;
collegiality;
free discussion and decision-making.
The Secretariat is the permanent working body of the Belarusian People's Congress. It acts on the basis of the Provisional Regulations on the Secretariat of the Belarusian People's Congress approved by Presidential Decree No.56 of 16 February 2024.
