Goals, objectives and mandate of the Belarusian People's Congress
In line with the Constitution, the Belarusian People's Congress is the highest representative body of people's power in Belarus, as it charts development strategies for the society and the state, ensures the inviolability of the constitutional order, inter-generational succession and civil accord.
The Belarusian People's Congress is a guarantor of political stability and sovereignty of the country, an instrument of the consolidation of the entire society.
The Belarusian People's Congress:
1) approves the main areas of domestic and foreign policy, the military doctrine, and the national security concept;
2) approves social and economic development programs of the Republic of Belarus;
3) hears out the report by the prime minister of the Republic of Belarus on the implementation of the social and economic development programs of the Republic of Belarus;
4) suggests amendments and additions to the Constitution of the Republic of Belarus;
5) initiates national referendums;
6) has the right to decide on the legitimacy of elections;
7) decides on the removal of the President of the Republic of Belarus from office in case of systemic or gross violation of the Constitution of the Republic of Belarus or commission of treason or another grave crime;
8) has the right to declare a state of emergency or martial law on the grounds envisioned in the Constitution and in the event the President of the Republic of Belarus fails to act on these issues; a state of emergency or martial law shall be considered by the Belarusian People's Congress on the initiative of the Presidium of the Belarusian People's Congress or the Council of the Republic of the National Assembly of the Republic of Belarus;
9) on the proposal of the President, previously agreed upon with the Presidium of the Belarusian People's Congress:
elects the chairperson, deputy chairpersons and judges of the Constitutional Court of the Republic of Belarus and dismisses them from office on the grounds stipulated by law;
elects the chairperson, deputy chairpersons and judges of the Supreme Court of the Republic of Belarus and dismisses them from office on the grounds stipulated by law;
elects the chairperson and members of the Central Election Commission and dismisses them from office on the grounds provided for by law;
10) on the suggestion of the President, makes a decision on sending military personnel, paramilitary organizations, and other personnel outside the Republic of Belarus to participate in collective security missions and international peace and security missions;
11) establishes national holidays;
12) confers state awards on the President of the Republic of Belarus, and suggests persons for conferment of state awards;
13) issues binding instructions to state bodies and officials, receives information from state bodies and officials, exercises other powers established by the Constitution of the Republic of Belarus and the law in the realization of the constitutional functions entrusted to it.
The Belarusian People's Congress adopts decisions within its purview to fulfill the constitutional functions entrusted to it.
The Belarusian People's Congress, as the supreme representative body of people's power of the Republic of Belarus, determines the strategic areas of the development of society and the state, adopts decisions on the most important matters of the country.
Decisions of the Belarusian People's Congress are binding and may cancel legal acts and other decisions made by state bodies and officials if they contradict the interests of national security, except for decisions by judicial bodies.
